I fully agree with you, the correct mime type should be application/pdf 
for PDF/A

I'll try to ensure that application/pdfa is treated the same way as 
application/pdf

Yes, the crucial email was exactly of that nature (ZUGFeRD), send from 
DATEV.

For those who don't know DATEV:
DATEV is a leading German cooperative IT and software company that 
mainly serves tax advisors, auditors, lawyers, and their clients.

I should point out to them that this is a mistake, referring to RFC8118
