Owners of larger IPv4 address blocks have been renting addresses to
smaller ISPs for years, and with RIPE having run out [1] in November
2019, I expect address trading to become even more prevalent.

My point is that IPv4-to-country mappings can already be unreliable
today, will possibly be more unreliable in the future, and my advice is
to think carefully when using these mappings as a ham/spam indicator.

Ralph, I absolutely agree with you, and I think this should not be enabled in rspamd.
