It was as simple as this:

# cat /etc/rspamd/rspamd.local.lua
-- lua rule
rspamd_config.RUSSIAN_TEXT_PART = {
     callback = function(task)
         parts = task:get_text_parts()
         if parts then
             for _, part in ipairs(parts) do
                 if part:get_language() == 'ru' then
                     return true
                 end
             end
         end
         return false
     end,
     score = 0.0,
     description = 'Russian language detected in text part',
     group = 'language'
}

And then use the RUSSIAN_TEXT_PART symbol in composite rules.
