This appears to be a problem with the LLVM repository, not with rspamd.

Those dependencies do not seem to be the normal ones for rspamd, so it might be 
that your LLVM installation has replaced (read: broken) your debian system.

My guess is that you no longer have debian 10, but some frankendebian (read 
here: https://wiki.debian.org/DontBreakDebian).

Whether this is fixable or not (and how much effort it may require), I cannot 
say.
