No, that's not what it says!

"The controller endpoint /plugins/neural/learn facilitates manual
training of neural networks & accepts a JSON POST"

So basically it's a web service (on the rspamd Server) that accepts a
POST request.

I must admit the whole paragraph lacks an example (especially for
"spam_vec and ham_vec" and "rule")
