Can you try this...
Create/edit "local.d/groups.conf" file and add following;

symbols {
 "DELIVERY_FAIL_NOTICE" {
   weight = -40.0; # Define your weight
 }
}

You can read more about metrics here, where this example is from, with small adjustment to suit your symbol trigger.
