Are your read/write permissions and settings for user + group ownership
of your files correct? 

Check: 
/var/lib/rspamd# ls -l *.local
-rw-r--r-- 1 _rspamd _rspamd 104 Oct 1 15:51 dkim_whitelist.inc.local
-rw-r--r-- 1 _rspamd _rspamd 327 Oct 6 07:58 dmarc_whitelist.inc.local
