[Rspamd-Users] greylisting instead of other spam actions

I get the rewrite_subject (score 7) and add_header (score 10) actions on 
some mails and also rejections. But some mails get scores of 15 and higher 
(shown by X-Spam-Bar level) and get only a greylist action.
Why?

Actually, it doesn't look like anything happens, not even greylisting. The 
maillog shows only one connect and acceptance for those mails, no 
temporary rejection.
